2003 routing + local vmware = no go

Here's the deal. 2003 server, it's doing routing (dont ask why... wasnt my decision). VMWare Server is on there too running Linux. I can ping the server (192.168.1.254). It can resolve DNS from the 2003 server. It will NOT be routed by the 2003 server. I can't contact the rest of the network or the internet.

Can anyone else confirm this? Is this a 2003 routing bug? Is it hard coded to only route traffic that enters the interface?
