Trying to shutdown Windows NT 4.0 Workstation guest?

I'm running into a little problem attempting to automatically power-off Windows NT 4.0 Workstation guests.  I have put the hal.dll.softex in place of the hall.dll, which allows the machine to shut off if I do Start -> Shutdown, but when I hit the stop button in VMWare Server 1.0.0.24927 the guest goes to a window saying "It is now safe to turn off your computer" with a button saying "Restart"

 

How can I get it to actually shut down and power off?  I tried to use the psshutdown.exe command in the shutdown script path, but it seems that once it runs the shutdown script that it keeps going thru its normal shutdown.  I tried a pause at the end of the shutdown script and it didn't seem to make a different.

 

Any ideas?
