Loading NW4-idle program in Guest OS NW 4.11

Here is what my autoexec.ncf file looks like:

set Bindery Context = O=IS

file server  name VISION

LOAD PCNTNW PCI SLOT=2 FRAME=Ethernet_802.2

BIND IPX TP PCNTNW NET = 192.168.118.0

ipx internal net 45A0A538

LOAD IPXRTR routing=NLSP

LOAD C:\NWSERVER\NW4-IDLE

Restarted the guest server and my CPU is still idle @ 100%.

I've also made sure the nw4-idle.nlm is in the root directory of C:\NWSERVER.

I've tried to manually load the nw4-idle file and this is what I get:

at server console: load nw4-idle is it not found.

Any suggestions would be great.
