Operation not permitted on stopped VM

We have a W2KPro VM running on GSX3.1 (on W2K3Enterprise).

 

It's a development environment, so we let the users manage things, more or less.  They have full access to the Virtual Machine Console.  This VM has a C drive file modified last October (about 4GB), and a REDO file that is 17GB(!).  Also an E drive with a REDO of about 100 MB.

 

The VM seems to think it is running, when it is not.  Can't edit any properties, and when I try to start it up, it says "Operation not permitted," just as when you click the startup button when it is already in the process of starting.

 

Moved out all .lck files - same thing.  I tried all combinations, eventually moved out everything but the original 2 disk files, nvram, the .vmdk file.  Still the same.

 

Any ideas (beyond paying closer attention to what the users are doing)?
